Introducing: Meeting Hub
9 Oct 2026
WIN records the decisions of council and committee meetings at thousands of water utilities. Until now, the Decisions page showed all these decisions in one large table. The table was easy to use, but it was sometimes too large to read.
Our team of analysts have now rolled out the Meeting Hub: a simpler way to interact with the action points that come out of meetings.
Structure
It is split into five tabs:
- Meetings. Each row in this tab is one meeting. Click a meeting to see all its action points and its summary. The Sources tab of the meeting shows the documents that WIN used to pull the meeting profile together.
- Summaries. Our team produces a summary when a meeting is newsworthy. Each row is one of these stories. Click a row to read the full record in the panel on the right.
- Reports. Staff present these items to the board, council or committee. They include presentations, finance updates and project plans. Click a row to read a summary of the report.
- Awards. These are the contract awards and contract amendments that the meeting approves. Click an award to see its details. When the data is available, the panel also shows the line-item prices and the bid tabulation.
- Sources. These are the documents that WIN uses to make all the other records. They include staff reports, minutes and video transcripts. It is a behind the scenes look at how we can break down the market.
Filtering
Some filters apply to all tabs: search, meeting date, utility, state, services, company and topic. Other filters apply to one tab only. For example, only the Awards tab has filters for work type, award value, award kind, bid tab and pricing.
Each filter option shows a number. This number tells you how many records you get if you select that option.
You do not have to set each filter yourself. Click Build beside the Filters heading. Then write what you want to find in your own words. For example:
PFAS awards over $10M in Texas this year
AI reads your request and suggests filters that match your intentions. We are increasingly finding that AI can build better, more comprehensive filter sets than humans.
One of the key innovations we’ve brought to the Meeting Hub is intelligent matching. Each record that is relevant tells you why it is relevant to your filter. Crucially, our AI system reads your goal, not only your words. For example, if you ask for early opportunities for an engineer, it looks for studies, plans and grant applications.
Exporting your results
Click Export at the top of any tab to download what you see. The export uses your current filters and your date window. Before you download, you can choose the columns and see a preview of the first rows.
- Awards and Reports. An Excel sheet with one row for each decision: its type, value, utility, state, meeting date and a link back to WIN. The Awards sheet also gives the winning firms and the bid tab.
- Meetings. An Excel sheet with one row for each meeting. Or choose Meeting contents to get one row for each report and award in those meetings, with its value and winning firms.
- Summaries. An Excel sheet with one row for each summary, or the full text of each summary as a Word or Markdown file. Several files come together in one .zip file.
- Sources. An Excel sheet with one row for each matching document or transcript, with its meeting and a link to it.
An Excel export holds up to 2,000 rows. A Meeting contents export holds up to 25,000 decisions, and a Word or Markdown export up to 200 summaries. Exports are available on full WIN accounts.
Type a word in the search box. The hub searches all five tabs, and each tab shows its number of results. The search includes the full text of minutes, staff reports and video transcripts.
All WIN users have access. Open the Meetings item in the main menu.
