The city described CIPP as a trenchless option for stormwater or sewer pipes, with an EPA-estimated 50-year life and costs roughly 50% below pipe replacement.

Laramie has halted its FY27 cured-in-place pipe procurement after determining that its bid specifications did not adequately account for fast-moving changes in pipe-lining technology. City Council approved Resolution 2026-65 on 6 October, rejecting all bids received for the CIPP project. The vote was unanimous among the eight councilors present. Public Works Director Jay Smith told council that three bids had been received, but the city needs to undertake further research before returning the work to market. The issue is not the underlying use of cured-in-place pipe, Smith said, but the methods now available to cure the resin-filled liner once it has been inserted in a stormwater or sewer pipe. "There's new techniques on heating that, on applying the heat to the resin, and our bid didn't specify what technique," Smith said. As a result, the bids amounted to an "apples and oranges" comparison rather than a fair procurement process, he said. CIPP involves placing a resin-filled liner inside an existing pipe and applying heat to harden it, creating what Smith described as a pipe within a pipe. The trenchless method avoids excavation, street closures and subsequent asphalt and concrete replacement. Smith said it can cost roughly 50% less than replacing pipe and has an EPA-estimated life of 50 years. However, staff wants to verify that newer curing approaches deliver the quality sought by the city before prescribing or evaluating them in a new solicitation. Smith said the bids were publicly opened and are therefore available publicly, but were not included with the council item because the city plans to rebid the project. Councilors endorsed the decision to pause the process. Councilor Bolling said Public Works' reasoning was sound and described the existing process as inequitable. The mayor thanked staff for monitoring technical developments and for pausing to incorporate newer technology. The resolution authorises the rejection of all bids; no replacement procurement schedule or revised project value was discussed at the meeting.
