Madison Metropolitan Sewerage District has chosen a 9.9% service-charge increase as the basis for its 2027 budget revision, accepting greater flexibility in capital reserves rather than cutting its priority infrastructure programme. The commission unanimously directed staff on 8 October to align the proposed 2027 operating, capital projects and debt-service budgets with the Finance Committee's recommendation. The formal budget vote will take place at the next meeting. The recommendation was framed as a response to customer-community concerns over higher charges, while maintaining the district's planned work. Finance Committee members said stable annual increases were easier for municipal customers to accommodate than charges that fluctuate sharply from year to year. The committee's proposal aims for an approximately 10% increase for 2027 and, as a goal rather than an approved multi-year commitment, to maintain that level over the next five years. The approach requires the district to use its capital reserves more aggressively. District legal counsel told commissioners that the reserve policy establishes a range rather than an absolute target. Going outside that range does not breach the policy, but it triggers mandatory staff analysis and recommendations intended to return reserves to the range. Commissioners were shown projections indicating that capital reserves could fall to about $3 million in 2031. Finance Committee chair Commissioner Fries stressed that the commission was approving a one-year budget, not a five-year budget, and said the forecasts would be refined as the district approaches that date. The district also expects a consultant-led cash-flow review to be completed by the end of 2026. Executive Director Eric Dundee said staff had already reviewed the capital improvement programme and delayed liquid processing Phase 3 as well as collection-system rehabilitation work, including lining projects. Those deferrals were made to accommodate what Dundee called the district's three generational projects: liquid processing Phase 2, heat and power, and biosolids. Liquid processing Phase 2 is in construction preparation, with work planned to begin in the spring, according to Dundee. For the combined heat-and-power and biosolids programme, the district is completing facility plans and intends to move into preliminary design. Preliminary design is not planned to be complete until 2028, with the stated aim of obtaining more defined information on scope, cost and timing before subsequent decisions. The meeting also approved a resolution authorising sale and issuance of up to $1.817 million of general-obligation sewerage-system promissory notes, Series 2026. Commissioners said the borrowing relates to lagoon dikes. The commission's budget direction leaves staff to recalculate the proposed figures and present the revised 2027 budget, including the updated rate increase, for action at its next meeting.
