Pay Estimate No. 34 totals $2,115,477.27, including $1,887,415.30 for construction and equipment and $226,327.83 for engineering and construction management.

The associated Wisconsin DNR disbursement request reports 300 lead and six galvanised iron/steel service-line replacements.

A separate $24,082.13 outreach-grant payment covers August work by Douglas & Yates, HOLA and DAAR Engineering.

Both payments to Community Infrastructure Partners were approved by the board.

Wausau’s Board of Public Works has authorised a $2.12 million payment request for its continuing lead service line replacement programme, with construction work accounting for the overwhelming majority of the latest draw. The board approved Pay Estimate No. 34 with programme manager Community Infrastructure Partners at its 29 September meeting. The request totals $2,115,477.27, comprising $1,887,415.30 for construction and equipment, $226,327.83 for engineering and construction management, and $1,734.14 in miscellaneous costs. The payment was presented as a mix of engineering, construction and other costs. Supporting documents identify the request as a partial disbursement under Wisconsin Department of Natural Resources project numbers 4930-26 and 4930-97. The construction component includes $731,445.90 invoiced by A-1 Excavating and $1,155,969.40 for Five Star Energies’ 2026 activity under a three-year contract. The engineering and construction-management portion includes $59,787.83 for DAAR Engineering and $166,540 for Community Infrastructure Partners. The DNR form accompanying the payment reports 300 lead service line replacements and six galvanised iron or steel line replacements. It records 240 residential replacements, one school or daycare replacement and six other non-residential or non-school/daycare replacements. The reporting also lists 244 private service line replacements and 62 public service line replacements. The programme scope is identified as private and public lines, with 1,258 lead service lines listed on the supporting worksheet. The disbursement certification states that the replacements included complete removal of lead service lines and associated materials from the water main to the water meter within the structure. It also certifies compliance with Build America, Buy America and American Iron and Steel requirements, applicable regulations and Davis-Bacon wage requirements. Separately, the board approved a $24,082.13 payment for August outreach work under the lead service line outreach grant programme. The amount is classified as preliminary design and engineering in the reimbursement worksheet. It includes $6,701.63 for Douglas & Yates, $5,412.90 for HOLA and $11,967.60 for DAAR Engineering public-involvement services. Douglas & Yates’ invoice includes project management, community outreach and engagement, website support, water bottles, activity booklets and survey costs. HOLA’s costs include an outreach coordinator/community health worker, event materials and tablet data charges. DAAR Engineering billed 124 hours for public involvement, plus mileage.
