Alders noted that the street's deteriorating pipes frequently appear on utility water break reports, threatening escalating costs for ratepayers if the project was delayed.

The council authorized an application for a Safe Drinking Water Loan to fund upcoming utility improvements.

Wastewater capital approvals included a $188,832 sole-source contract for anaerobic digester maintenance at the Appleton Wastewater Treatment Plant and a $566,000 sewer and water main reconstruction contract.

The City of Appleton is moving forward with the reconstruction of Driscoll Street, a decision ultimately driven by the urgent need to replace deteriorating cast-iron water mains beneath the roadway. During the June 17, 2026, Common Council meeting, the necessity of the underground water infrastructure upgrade broke a deadlock over controversial surface-level street design changes. Residents of the dead-end street strongly opposed the city's plan to narrow the roadway and add sidewalks, citing parking losses and potential special assessment costs for water and sewer laterals. A compromise amendment to maintain the street's current 32-foot width briefly passed but was ultimately overturned when alders weighed the risk to the city's water infrastructure. Alder Van Zeeland noted that the street's cast-iron water mains "keep showing up on our utility water break report," warning that further delays would impose mounting costs on both taxpayers and utility ratepayers. Alder Heffernan echoed this sentiment, stating that the deteriorating state of the waterworks and the need for safe drinking water access had to outweigh neighborhood design preferences. "Water mains continuing to break is another additional cost to the city," Heffernan said. If the council had failed to approve a design, the estimated $460,000 project would have been shelved and funds reallocated, leaving the aging pipes in place. In addition to the Driscoll Street project, the council unanimously approved a slate of water and wastewater initiatives via the consent agenda. This included authorization to apply for a Safe Drinking Water Loan and a resolution declaring official intent to reimburse expenditures for loan disbursements. On the wastewater side, the council approved the city's 2025 electronic Compliance Maintenance Annual Report (eCMAR), which reflected a 4.0 GPA for the wastewater treatment facility. Capital project approvals included a $188,832 sole-source contract to Full Service Organics Management LLC for inspection and improvements to the Appleton Wastewater Treatment Plant (AWWTP) anaerobic digester, and a $68,518 purchase of a Vulcan wash press. The council also awarded a $566,000 contract to Kruczek Construction for the Z-26 Sewer and Water Main Reconstruction project and approved a $13,510 change order for the firm's ongoing U-26 Sewer and Water Construction contract.
