The King County Wastewater Treatment Division (WTD) presented policy options for source control and legacy pollution as part of its Regional Wastewater Services Plan (RWSP) update.

WTD staff recommended prioritizing upstream interventions over end-of-pipe treatment, noting that advanced treatment for persistent chemicals is highly expensive and relies on immature technologies.

Following committee feedback, WTD will formally add a 'polluter pays' option to its policy evaluations to shift financial burdens away from municipal ratepayers.

The county is also advancing a proposed ordinance to update its capacity charge methodology, which would increase the 2027 charge by 6.5% to $83.10 per month.

King County's Regional Water Quality Committee is pushing for aggressive upstream source control and "polluter pays" mechanisms as it updates its 30-year Regional Wastewater Services Plan (RWSP). During an April 1, 2026, meeting, the committee reviewed policy options to handle toxic persistent contaminants and contaminants of emerging concern (CECs) entering the municipal wastewater system. Wastewater Treatment Division (WTD) staff presented three tiers of policy options—"stay the course," "enhanced," and "transformative"—to address industrial waste, facilities, and legacy pollution. The transformative options include building regional coalitions to advocate for bans on toxic products and surveying industrial users for non-regulated CECs to encourage voluntary reductions. WTD Director Cameron Gural emphasized that end-of-pipe treatment for CECs like PFAS is cost-prohibitive and relies on technologies that are "not very mature yet." Gural advocated for a "world-class source control system" as a safer and more cost-effective alternative to relying on advanced treatment facilities, which often leave behind concentrated toxic byproducts that must be incinerated. Committee members raised concerns about the financial burden of managing contaminants that the utility does not generate. Commissioner Lloyd Warren highlighted the risk of ignoring end-of-pipe responsibilities, noting that local districts are already spending millions to eliminate PFAS from drinking water. In response to feedback from Vice Chair Laura Mork, WTD agreed to formally incorporate a "polluter pays" framework into its policy options to ensure industrial polluters bear the costs of contamination rather than municipal ratepayers. In separate business, the committee reviewed a proposed ordinance to update the utility's capacity charge methodology. WTD Senior Financial Analyst Luke Slaughterbeck outlined a shift to a combined "average cost approach" to ensure growth continues to pay for growth. The proposed 2027 capacity charge is set at $83.10 per month for 15 years, a 6.5% increase over current rates, and will be tied to a construction cost index moving forward. The calculation will be updated again following the completion of the RWSP capital plans.
