During the meeting, the council held the first reading of Council Bill 2608-45, an ordinance that would formally create a special improvement project entitled the 'PGSF Bond Street Combined Sewer Improvements.' The project will be tracked under Fund 336, Program 033, and the ordinance will repeal a prior measure, Ordinance No. 3913-22. Discussion on the sewer project was brief. During the meeting, a council member asked if the sewer improvements were tied to a previously discussed historical memorial for the docks in the area. A staff member, identified as Ryan, clarified that the combined sewer action is separate from the memorial. However, he noted that the city is working on the memorial topic and will bring forward a related agreement with BNSF Railway at a later date. The council advanced the combined sewer ordinance without further debate. The third and final reading for the project is scheduled for September 9, 2026.
