The Anacortes City Council approved a $909,254 claims roster on July 6, 2026, clearing substantial capital expenditures for the city's water and wastewater infrastructure. The bulk of the utility spending was directed toward the ongoing expansion of the Wastewater Treatment Plant (WWTP). Summit Construction Group Inc. received two payments totaling $446,381.10 for construction services on the WWTP Administration Building addition. On the drinking water side, the city advanced the Pass Lake 10-inch watermain replacement project, approving a $37,364.06 invoice from Kimley-Horn and Associates for design work completed through May 2026. The council also approved $68,683.98 to Prestige Worldwide Tech for a pressure reducing valve cleaning, rebuilding, and installation project. Additional operational approvals included ongoing SCADA communications, annual turbidimeter and fluoride analyzer calibrations by Hach Company, and WWTP on-call technical support and integration services from QCC Quality Controls Corp. Beyond capital projects, the council addressed water affordability during a mid-year update from Community Action of Skagit County. While discussing local utility aid and energy assistance, a council member emphasized the importance of ensuring vulnerable residents are informed about the city's low-income assistance program, which provides a 30% reduction on municipal utility bills, including water and sewer services.
