The Timpanoga Special Service District (TSSD) Administrative Board has moved forward with a significant phase of its infrastructure planning, awarding a $65,996,000 construction contract to Alder Construction Company for 'Package A' of its wastewater treatment plant upgrades. During the December 18 meeting, the District Manager presented the results of a competitive bidding process involving a short list of pre-approved contractors. Alder Construction submitted the lowest proposal, coming in well below the highest bid of $86 million. The manager noted a substantial $21 million cost difference across the four proposals received. The Utah-based contractor brings decades of regional experience to the project, having completed over 45 water and wastewater facilities worth more than $600 million in the last 15 years. Established in 1961, Alder specializes in self-performing key infrastructure work and has delivered major local projects, including the award-winning Jordan Basin Water Reclamation Facility. To support the construction work, the board approved two additional contracts. Aqua Engineering was awarded $4,873,708 for engineering services during construction, and IC Tech received a $2,094,545 contract for control system integration. According to the District Manager, the combined cost of these awards places the project just under $6 million over the budget originally estimated for the 2026 fiscal cycle, a discrepancy attributed to cost escalations over recent years. One board member emphasized the scale of the district's long-term infrastructure needs, describing the broader scope of work as a "billion dollar plant expansion and upgrade." The motion to award the contracts to Alder Construction, Aqua Engineering, and IC Tech passed unanimously.
