City legal staff will consult with Public Works to determine the procedural steps required to formally dissolve the district.

The city's tentative FY 2027 budget relies heavily on public utilities, which provide a 12.5% dividend that makes up 18% of general fund expenses.

The Provo Municipal Council is exploring the dissolution of the Provo City Stormwater Service District, a special governance entity originally created decades ago to finance infrastructure bonds. During a May 5, 2026, presentation of the district's tentative fiscal year 2027 budget, council members questioned the ongoing necessity of the standalone entity. Budget Officer Kelsey Zarbach confirmed that the district was initially formed to help pay off bonds that were fully retired one to two years ago. "From my perspective, we're not really using it except to have a lovely little extra item on the council agendas," Zarbach told the council. Currently, the district's funds are solely used to cover routine storm drain operations and system maintenance under the Public Works department. Recognizing that the district has become an administrative artifact, the council directed staff to investigate the dissolution process. A city staff member acting in a legal advisory capacity confirmed he would consult with Public Works to determine the necessary steps to formally wind up the special service district. In the interim, the council is reviewing the tentative FY 2027 budget for the district, which is scheduled for potential adoption in late June. The broader city budget, which proposes no property tax increases, continues to rely heavily on water and utility revenues. According to Mayor Marsha Judkins, the city receives a 12.5% dividend from running its public utilities, which accounts for approximately 18% of Provo's overall general fund expenses.
