Claude H. Nix Construction received the $7,887,028 award, below the engineer’s $8.5 million estimate.

The Phase 3 works include 1,340 linear feet of secondary-water line and crossings at Hill Field Road, I-15, Main Street and the railroad at West Hill Field Road.

The I-15 crossing is the largest bore at 750ft; the other three crossings are each just under or slightly above 200ft.

The council approved Resolution 26-42 unanimously on October 1, authorising the City Manager to execute the agreement following negotiations.

Layton City Council has approved a $7.887 million contract for the third phase of its secondary-water trunk line programme, authorising trenchless installation beneath Interstate 15, a railroad and major local roads. The council approved Resolution 26-42 unanimously as part of its October 1 consent agenda. The resolution conditionally selects Claude H. Nix Construction as the lowest responsive and responsible bidder and directs the City Manager to negotiate and execute an agreement once it is acceptable to the City Manager and City Attorney. Secondary Water Trunk Line Phase 3, designated project SWTR22-04, will install 1,340 linear feet of line and associated works. The bid of $7,887,028 was below the engineer’s estimate of $8.5 million. Three bids were received. Public Works Director Stephen Jackson described the scheme as a major project involving four separate trenchless bores. Starting at the eastern end of the route, the works will cross Hill Field Road at Gordon Avenue, Interstate 15 at Ring Road and Gordon Avenue, Main Street at Gordon Avenue, and railroad tracks near West Hill Field Road. The I-15 crossing will be the largest at 750ft. It will require a 30ft-deep launch shaft on the east side and a 16.5ft-deep receiving shaft on the west. The Hill Field Road crossing is just under 200ft and will use 20ft-deep shafts. The Main Street crossing is approximately 200ft, with shafts about 16ft deep, while the railroad crossing is also just under 200ft, with a 22ft launch shaft and a 15ft receiving shaft. Jackson said the line itself will be 36 inches in diameter and installed within a larger casing, identified in the bid schedule as 48-inch steel casing pipe. The work must also avoid existing utilities, including a large North Davis Sewer District line at the I-15 crossing. Construction is expected to run through the following year, although Jackson said the contractor was anticipated to need about six months to mobilise. The city has also discussed construction timing and access with the mall, seeking to avoid disruption during the holiday retail season. Traffic control will be required, potentially including temporary one-way operation on Ring Road while certain works are undertaken. For the railroad crossing, Jackson said the railroad requires continuous working once boring starts, meaning the contractor cannot stop mid-operation.
