The Board of Directors for the North Texas Municipal Water District (NTMWD) has moved forward with plans to expand two regional wastewater treatment facilities, authorizing funding for preliminary engineering services during its January 22 meeting. The largest contract was awarded to Garver LLC, which received authorization for $5,390,400 to conduct the preliminary design for the Sister Grove Regional Water Resource Recovery Facility expansion. The project aims to increase the facility's capacity to 48 million gallons per day (MGD) average daily flow, with a peak flow capacity of 192 MGD. This expansion is intended to meet growing wastewater flow capacity needs in the district's service area. Garver brings established regional experience to the project, as the firm is currently handling the final design for the Muddy Creek Wastewater Treatment Plant expansion in Wylie. Additionally, the firm has previously developed master plans for the Trinity River Authority’s Central Regional Wastewater System, the largest tertiary water resource recovery facility in the state. Simultaneously, the Board authorized $1,737,836 to Brown and Caldwell, Inc. for the preliminary design of the Sabine Creek Wastewater Treatment Plant expansion. This project will increase the plant's capacity from 7 MGD to 11 MGD. The Sabine Creek system specifically serves the cities of Fate and Royse City. Cesar Batista, Assistant General Manager of Planning and Engineering, provided an update on the Sabine Creek facility, noting that a project expanding the plant from 3 MGD to 7 MGD is effectively complete and fully functional. That previous expansion phase cost approximately $70.9 million. Batista indicated that the next expansion to 11 MGD needs to be constructed by the end of 2030 or early 2031 to align with projected growth rates. He added that the site is master-planned for an ultimate capacity of 20 MGD. In addition to the wastewater investments, the Board approved contracts for potable water infrastructure improvements. Halff Associates, Inc. was awarded $2,136,700 for the final design of the Apollo Pump Station improvements, while Hazen and Sawyer received $1,775,630 for the final design of the Casa View Pump Station improvements. Both projects aim to replace aging infrastructure and improve operational reliability.
