AECOM Technical Services was selected for a $7.47 million owner advisor role for the planned Trinity East Fork Regional Water Resource Recovery Facility.

The North Texas Municipal Water District (NTMWD) Board of Directors concluded its 2025 meetings by approving a series of high-value contracts focused on expanding wastewater treatment and conveyance capacity. The approvals, which totaled approximately $100 million across construction and engineering services, reflect the district's response to rapid population growth and the need for wet weather management. For the Floyd Branch Regional Wastewater Treatment Plant, the board authorized a $36.98 million construction contract to Felix Construction Company. The project involves constructing peak flow storage infrastructure to ensure the plant meets discharge permit limits during wet weather events. CDM Smith Inc. was awarded a concurrent engineering services agreement worth $761,868 for construction phase services. Significant investment was also directed toward the Rowlett Creek Regional Wastewater Treatment Plant. The board approved Work Authorization Number One for Archer Western Construction, LLC, serving as the Construction Manager at Risk (CMAR). The $20.28 million authorization covers Phase 2 peak flow management improvements, specifically targeting Train A diffusers and air piping to increase processing capacity to 95 million gallons per day (MGD). To address conveyance needs, the board awarded a $32 million contract to Urban Infraconstruction LLC for the Buffalo Creek Lift Station No. 2 project. This infrastructure is designed to increase capacity in the Buffalo Creek interceptor system to accommodate growth in the member cities of Forney, Heath, and Rockwall. The expansion is particularly critical for Forney, which has seen annual growth rates approaching 10 percent, and the broader Kaufman County area, currently ranked as the second-fastest growing county in the nation. Looking toward long-term regional needs, the district is advancing plans for a new facility, the Trinity East Fork Regional Water Resource Recovery Facility. The board approved a $7.47 million agreement with AECOM Technical Services, Inc. for owner advisor services. The new facility is required to serve regional growth that exceeds the capacity of the existing South Mesquite Creek Regional Wastewater Treatment Plant. AECOM was also awarded a separate $7.04 million engineering services agreement for the Tikkey Creek Force Main and Lift Station project, which will convey flows from Princeton to the Sister Grove Regional Water Resource Recovery Facility. On the potable water side, the board authorized $3.25 million in funding to Hazen and Sawyer for the final design of the South Transmission Systems New Pipeline Project. This 37,500-linear-foot pipeline will increase water access for several special utility districts, including Gastonia-Scurry, College Mound, and Becker-Jiba.
