The City of Houston is set to receive a significant infusion of capital for its water and wastewater infrastructure following a legislative session described as the best for the city in recent memory. State Representative Armando Walle appeared before the City Council to detail the allocation of state funds derived from a $32 billion budget surplus, confirming that the city secured $215 million specifically for "water structure" and an additional $100 million for lift stations. Mayor John Whitmire acknowledged the collaboration with the state legislature, noting that while the city often funds public safety and infrastructure independently, the surplus offered a unique opportunity for partnership. Representative Walle emphasized that the funding was justified given that the "Golden Triangle" of Houston, Dallas, and Central Texas generates the majority of the state's sales tax revenue. In addition to the water and sewer funding, Walle noted allocations for dredging Lake Houston and over $20 million for a drainage project in Magnolia Park. Alongside the state funding announcement, the City Council moved forward with specific capital improvements and operational contracts. Council Member Abbie Kamin highlighted the approval of land acquisition for the Turkey Gully Drainage and Paving Project. This project, valued at $16 million and utilizing $14 million in HUD Community Development Block Grant (CDBG) funds, is designed to remove 157 properties from flood risk during a 100-year storm event. Mayor Pro Tem Martha Castex-Tatum announced the advancement of the $10.3 million Cambridge Village Park Ramblewood project, a dual-use initiative utilizing park space for stormwater detention. Additionally, Council Member Tiffany D. Thomas noted the upcoming rollout of the $15 million Hackberry Boone detention project. On the operational side, the Council approved a three-year contract with Univar Solutions USA, LLC for caustic soda and hydrochloric acid valued at $13.6 million. The agreement engages the distributor, which maintains operations in The Woodlands and supplies NSF-certified sodium hydroxide, to ensure the availability of agents critical for pH adjustment and water treatment. A separate contract was awarded to Equix Integrity Southeast, Inc. for sewer stoppage cleaning and television inspection, valued at approximately $3.7 million, to support ongoing maintenance of the wastewater collection system.
