Houston Public Works is navigating mounting public frustration over the management and oversight of local water and stormwater infrastructure projects. During a June 23 City Council meeting, residents detailed significant operational failures tied to both a major water transmission project and private commercial development drainage. A primary point of contention involves the aftermath of a 72-inch water line installation. Although construction on the line concluded in August of last year, residents on the 2000 block of Bernard reported severe post-construction issues. One resident testified that a major water leak took three months and multiple service tickets to resolve. Another neighboring property is currently experiencing an identical failure, with water flooding the street, yard, and the crawlspace beneath the house for over two weeks. The ongoing leak has generated 12 separate 311 service cases, prompting calls for a citizen advisory panel to improve the city's infrastructure reporting and contractor quality management systems. Simultaneously, the city is facing scrutiny over stormwater compliance at a new 38-acre commercial development in the Oak Forest Section 16 area. According to public testimony, the site was elevated by approximately ten feet and paved with concrete, drastically altering local runoff patterns. Despite prior assurances from public works officials regarding civil engineering and Stormwater Pollution Prevention Plan (SWPPP) compliance, the area experienced significant flooding during recent rains. Runoff reportedly poured out of an incomplete retention pond and overwhelmed the municipal drainage system, eventually flowing into Mangum Manor and Brickhouse Gully. Residents stated that the developer had not intended to connect the southeast detention pond to the drainage system until after construction was complete. City inspectors visited the site on June 18 to assess code compliance, and residents are currently appealing the initial enforcement decisions to ensure the municipal drainage network is protected from further unmitigated runoff.
