Houston City Council approved multiple water and wastewater infrastructure investments during its sessions on February 10 and 11, 2026, headlined by two contracts totaling approximately $12.6 million for system rehabilitation and site restoration. The largest single appropriation regarding utility capital improvements went to Houston-headquartered Vortex Services, LLC. Council approved a $6,059,711 contract for wastewater collection system rehabilitation and renewal. The funding is drawn from the Water & Sewer Consolidated Construction Fund. The project focuses on the rehabilitation of the city's sanitary sewer collection assets, a critical measure for extending infrastructure service life and managing wet weather flows. Vortex specializes in trenchless infrastructure solutions and has a history of executing large-scale projects for the city, including a 2022 award-winning initiative that rehabilitated nearly 15,000 linear feet of sanitary sewer mains. Complementing the underground repair work, Council awarded a two-year contract to Wilson Building Services, Inc. for concrete and asphalt restoration. The contract, with a maximum value of $6,560,000, is funded by the Water & Sewer System Operating Fund. This agreement covers the necessary restoration of streets, sidewalks, and driveways that are disturbed during the maintenance and repair of water and sewer lines. In equipment procurement, Houston Public Works secured authorization to purchase six Netzsch recirculation pumps and assemblies from Global Wet for $645,622. Additionally, the Council approved an amendment to extend a contract with PVS DX, Inc. for the supply of sodium hypochlorite, a critical chemical for water disinfection, through August 18, 2027. On the stormwater front, officials appropriated $157,500 from the Dedicated Drainage and Street Renewal Capital Fund. This funding supports an interlocal agreement with the Gulfgate Redevelopment Authority for safety improvements along Sims Bayou.
