Five years into a federal consent decree aimed at overhauling its aging sewer system, the City of Houston is grappling with ballooning costs and delayed projects. During an April 28 city council meeting, environmental advocates revealed that the estimated price tag for the mandated infrastructure upgrades has surged from an initial $2 billion to at least $9 billion. Representatives from Bayou City Waterkeeper and the Coalition for the Environment, Equity, and Resilience (CEER) presented findings from an independent engineering review of the city's publicly available reporting, including the 2022 Capacity, Management, Operations, and Maintenance (CMOM) program plan. Kristen Schlemmer, co-executive director of Bayou City Waterkeeper, noted that while some early action projects have yielded positive results—such as reduced overflows in Woodland Park—overall progress remains inconclusive. "We could look at the sewage overflow reports every month and see that there's still a big problem. And actually, sewage overflows are up," Schlemmer told the council. The independent review highlighted missed deadlines and delays in major capacity-addressing projects. Specifically, evaluations for the 69th Street Wastewater Treatment Plant—described as the city's oldest and largest facility—are reportedly behind schedule. Plans to phase out wet weather facilities have also been pushed back toward the end of the consent decree's timeline, raising concerns about the city's ability to meet its final 2036 federal compliance deadline. The delays and rising costs are placing a heavy burden on Houston ratepayers. Advocates warned that deferred maintenance is driving up expenses and called on the city to aggressively pursue federal and state funding to bridge the financial gap. Usman Mahmood of Bayou City Waterkeeper noted that the organization recently traveled to Washington, D.C., to lobby for federal funding for Houston's sewer overhaul. Transparency remains a primary sticking point. Advocates criticized the lack of clear data from Houston Public Works, noting that the last public update to the service delivery committee occurred in August 2024. They urged the city council to demand raw data to verify that infrastructure investments are reaching the city's most vulnerable neighborhoods, specifically identifying Council Districts B, D, F, H, and I as hotspot areas bearing the highest risk of exposure to contaminated water.
