During the April 14 meeting, the city council agenda featured several major operational procurements, headlined by a proposed $5.7 million contract with SewerAI Corporation. The three-year agreement, which includes two one-year options, will provide sanitary sewer inspection data processing software services to optimize the utility's collection system management. Also on the docket was a $3.69 million spending authorization for water meter reading and replacement services. The contract, awarded to Bermex, Inc., leverages an interlocal agreement with the City of Austin and will be funded through Houston's Enterprise Fund over a two-year period. Additional hardware procurements included a $728,560 contract with JDC Fluid Equipment to install 20-inch Flygt submersible pumps. However, the administration is facing headwinds from residents over a projected $174 million budget shortfall and a recently revised negative credit rating outlook. During the public comment period, resident Melissa Rao warned that shrinking reserves could have regional water infrastructure implications. She noted that higher borrowing costs could directly impact the North Harris County Regional Water Authority, which is responsible for approximately 34% of the massive Northeast Water Purification Plant expansion. Rao also demanded transparency regarding potential procurement card (P-Card) abuse within Houston Public Works, calling for tighter internal controls and manager approvals. Drainage infrastructure also emerged as a friction point. Resident Carolyn Rivera voiced frustration over recently updated flood maps that shifted her neighborhood into a 100-year flood zone, accusing the city of neglecting drainage systems and misallocating ad valorem funds explicitly designated for drainage infrastructure. In response, Councilmember Tarsha Jackson acknowledged the updated flood maps and pointed to ongoing Storm Water Action Team (SWAT) projects. Jackson noted the city is actively executing a ditch maintenance ordinance and advancing multiple drainage projects on the city's northeast side to mitigate persistent flooding issues. To support these broader drainage efforts, the council agenda included an $8 million contract with DL Glover Utilities, LLC for ditch re-establishment construction services funded through the city's Stormwater Fund.
