The Pharr City Commission has retroactively approved a $175,000 emergency repair to a critical 24-inch sanitary sewer line at the city's wastewater treatment plant. The ratification, passed unanimously as part of the consent agenda during the commission’s May 18 meeting, addresses a severe pipeline failure that threatened the facility's regulatory compliance. According to project documentation, the emergency response began on March 29 after a break was discovered in the line. Crews from Saenz Brothers Construction excavated to depths of 10 to 15 feet to remove and replace approximately 20 linear feet of damaged pipe. However, shortly after the initial repair was completed and the line was brought back online, a second break occurred upstream, forcing crews to repeat the excavation and repair process. The sequential failures necessitated continuous day and night operations over a 48-hour period. Documentation noted that the primary cause of the incident was severe degradation of the existing pipeline, which had deteriorated to the point of structural failure. During the outage, the affected portion of the plant had to be isolated, limiting the facility's ability to process municipal sewer demand. City staff reported that this operational limitation posed a significant compliance risk, warning that any delay in restoring the line could have resulted in system backups, unauthorized discharges, or violations of Texas Commission on Environmental Quality (TCEQ) rules. The $175,000 repair contract covered mobilization, heavy equipment including trenchers and excavators, dewatering, labor, and materials such as 24-inch PVC pipe, stabilization sand, and subgrade asphalt for backfill. The system was successfully placed back into service on March 31.
