To offset the deficit, Pflugerville has reactivated two municipal wells producing 1.2 MGD and maximized its interconnect with Manville Water.

A 24-inch temporary bypass line is nearing completion and is expected to deliver 6 MGD, which will help slowly refill the reservoir against a current daily demand of 4 MGD.

Officials confirmed the emergency repairs will be funded via the city's existing reserve balances, avoiding any rate increases for customers.

The 15-mile pipeline, which delivers water from the Lower Colorado River Authority (LCRA) on the Colorado River to the Lake Pflugerville reservoir, suffered four distinct breaks between September 2025 and February 2026, severely restricting the municipality's water supply. Public Utility and Engineering Director Matt Rector detailed the timeline during a March 10, 2026, city council worksession. The initial break occurred in September 2025 when a contractor excavating for a new 42-inch secondary raw water line dropped a heavy, buried metal plate onto the existing 30-inch pipeline. The resulting shockwaves through the rigid steel and concrete infrastructure led to a second break in November and a third in January. A fourth break occurred on February 6 when pumps were prematurely activated while contractors were preparing to backfill the third repair. The fourth break proved exceptionally difficult to access, located more than 20 feet underground within a casing pipe beneath Boggy Creek, roughly a quarter-mile from the Colorado River pump station. Following a diver survey on March 3 that revealed reservoir levels were significantly lower than surface-level digital monitoring suggested, the city escalated from Stage 1 to Stage 3 water restrictions within 24 hours. To stabilize the water supply, the city is rapidly constructing a 24-inch temporary bypass line around the damaged section of the 30-inch pipe. While waiting for the bypass to come online, the utility has reactivated two municipal well sites—typically dormant until peak summer months to allow aquifer recharge—which are providing up to 1.2 million gallons per day (MGD) directly into the distribution system. Additionally, Pflugerville is maximizing its daily water purchases through an interconnect with Manville Water. Strict conservation efforts have successfully driven daily system demand down to the low 4 MGD range. Once the temporary bypass is pressurized and operational, it is expected to deliver approximately 6 MGD. Combined with the wells and Manville interconnect, the city anticipates a total daily input of roughly 8 MGD. "We're looking at gaining maybe 3.5 MGD per day, but we're trying to make up hundreds of millions of gallons," Rector noted, emphasizing that fully refilling the reservoir will take considerable time. Long-term recovery will ultimately rely on the completion of the 42-inch secondary raw water line currently under construction. Despite the scale of the emergency, city officials confirmed that the repairs will not impact water rates. The one-time emergency expenditure will be covered by the city's 25 percent reserve fund, drawing on a $6 million balance previously earmarked for capital transfers. Meanwhile, the Pflugerville Police Department reported high community compliance with the Stage 3 restrictions, utilizing WaterSmart software to identify and educate heavy irrigation users rather than issuing citations.
