The $443,687 professional services contract with Shield Engineering Group covers design and survey work for Kings Way Drive and Bishop Drive.

The project scope includes a comprehensive drainage analysis to design a 25-year frequency underground storm drain and a 100-year frequency combined system.

The proposed stormwater infrastructure will feature a new secondary underground system running parallel to an existing box culvert under East Dallas Street.

Minor water and wastewater utility adjustments, including manhole cone replacements and fire hydrant relocations, are also included in the design scope.

On July 27, 2026, the Mansfield City Council approved a professional services contract not to exceed $443,687.20 with Shield Engineering Group, PLLC. The contract covers the design of reconstruction and drainage improvements for Kings Way Drive and Bishop Drive, stretching from Dallas Street to Fort Worth Street. Director of Engineering Services Raymond Coffman noted that the project, originally funded in the fiscal year 2022 capital plan, was previously paused due to potential redevelopment. With pavement conditions deteriorating and residents reporting drainage issues, the city is moving forward with the design phase. A central component of the engineering work is a comprehensive drainage study to mitigate flooding. The firm will design a new underground storm drain system capable of handling a 25-year storm event, with a combined underground and right-of-way system rated for a 100-year frequency event. The proposed design will disconnect the existing street drainage from a 4-foot by 4-foot reinforced concrete box (RCB) culvert under East Dallas Street. Instead, engineers plan to route a new, secondary underground system parallel to the existing RCB, capturing and conveying stormwater directly to an open channel outfall at 1301 East Dallas Street. In addition to the extensive stormwater and paving improvements, the design scope incorporates necessary water and wastewater utility adjustments. These include water meter box replacements, fire hydrant relocations, waterline adjustments, and the installation or modification of sanitary sewer manholes to accommodate the new street grade. The engineering contract is funded through the city's Street Bond Fund and includes a 10% design fee contingency to accommodate potential modifications to the scope.
