The City of Mansfield, Texas, is advancing a comprehensive overhaul of its wastewater class surcharge program to address a severe cost recovery shortfall related to high-strength industrial and commercial discharges. According to staff presentations at a July 13 work session, the city currently faces approximately $1.4 million in annual wastewater surcharges from the Trinity River Authority (TRA), which treats the city's effluent. However, Mansfield is only recovering $230,000 of that cost through levies on its 12 significant industrial users (SIUs). Extensive sampling across 31 subbasins over the past two years revealed that 84% to 95% of the $1.4 million surcharge burden is directly attributable to these SIUs. Sampling at one industrial outfall showed wastewater strength at 12 times the TRA limit, driven heavily by biological oxygen demand (BOD), total suspended solids (TSS), and total oil and grease. To bridge the financial gap, the city plans to implement a phased multiplier system for SIUs. To achieve full cost recovery without exceeding actual expenditures, the multiplier would ultimately need to reach 3.3 times the current rate. City staff recommended a phased approach—initially implementing 1.5x and 2.0x multipliers—to avoid rate shock and encourage industries to improve their pretreatment practices before the highest rates take effect. The program will also introduce class-based surcharges for commercial entities based on annual representative sampling. Under the new model, a typical full-service restaurant will see a $43 monthly increase, while large supermarkets will face hikes of just over $1,100 per month. Officials emphasized that the restructuring is designed to prevent residential customers—who generate 55% of the utility's revenue but consistently discharge below the 250 mg/L limit—from subsidizing the treatment of high-strength industrial waste. Staff noted that residential wastewater rates will see no change under the new program. Alongside the surcharge program, the city is revising its Water Resource Division inspection fees to better fund compliance activities. The proposed schedule includes a $2.50 monthly charge for backflow devices, a $200 annual fee for grease traps, and a flat $200 fee for waste hauler truck inspections, replacing an older tiered model that undercharged operators bringing multiple trucks for inspection.
