During an August 14 special council meeting, city officials highlighted water and wastewater improvements as a core priority for the upcoming budget, noting the complexities of piecemeal network rehabilitation. According to the Mayor, the city has already invested over $130 million and replaced 40,000 linear feet of water lines. However, the integration of new infrastructure with pipes that have exceeded their design life by several decades is causing systemic strain across the grid. "We are seeing that when we replace one line, it stresses older parts of the system and it causes line breaks and low pressures," the Mayor stated, emphasizing the need for continued capital investment to stabilize the network. To address public concerns regarding the ongoing infrastructure campaign and localized impacts, the city has scheduled utility town hall meetings for affected districts in August and September. Alongside water distribution challenges, the city is navigating funding shortfalls for critical wastewater infrastructure. Officials discussed ongoing sewer issues at the Hamilton Hotel, a residential facility. Upgrades for the building's sewer system were originally included in a proposed $10 million bond package. Following the bond's failure at the ballot box, the city is now forced to find alternative funding mechanisms to address the deteriorating infrastructure. City management noted that they are preparing a reimbursement resolution and evaluating the use of $5 million in alternative funds—originally set aside for a HUD loan payment—to support ongoing maintenance and urgent health and safety interventions at the facility, which includes addressing the critical sewer system deficiencies.
