The City of Laredo, Texas, is implementing an aggressive stabilization strategy to address chronic water pressure failures that have plagued its distribution network since May. During an August 31, 2026, meeting, the City Council approved a motion to establish a water pressure continuity plan, specifically targeting vulnerable zones in North Laredo. Residents in Districts 5 and 6 have experienced severe service interruptions, with water pressure dropping from typical levels of 50 to 60 PSI down to the 30s. Gloria Perez Saavedra, Utilities Department Assistant Director for the water system, attributed the fluctuations to system adjustments during ongoing water line replacements, compounded by heavy nighttime irrigation demand that is draining storage tanks. Additional stress was placed on the system following a recent emergency at the Mohawk pressure plane pumping station, which flooded and required the city to supplement pressure from the north side, according to Distribution Superintendent Javier Montemayor. The pressure crisis highlights broader systemic vulnerabilities in the city's aging network. Utilities leadership noted that attempting to increase pressure by even 5 PSI has caused rusted, decades-old valves to blow out. Furthermore, the department is battling high attrition rates among field crews, losing experienced staff to higher-paying roles in San Antonio and Webb County. Councilmember Perez highlighted that third-party contractors are also hitting city water lines on a daily basis, exacerbating the outages. These challenges persist despite the city bonding out its maximum capacity of $300 million to chip away at nearly $1 billion in identified water infrastructure needs, which includes $100 million in upcoming water pipe replacements. To stop the cycle of breaks, city management and utilities staff are rolling out a North Laredo Water System Stabilization initiative. The multi-pronged approach includes establishing a dedicated rapid response team, implementing 24/7 system monitoring, and potentially deploying temporary pressure pumps. Because the city lacks sufficient internal manpower, officials have authorized bringing in outside engineering and hydraulic experts to model the pressure planes and move away from trial-and-error system adjustments. The stabilization push follows the council's approval three weeks prior of a new project to comprehensively map and exercise all system valves, alongside the deployment of leak detection technology. This valve mapping initiative was spurred by a previous October boil water notice that revealed the city's inability to isolate sections of the network due to inoperable valves. Management is expected to return to the council with proposed project costs for the complete stabilization effort once the affected pressure zones are fully isolated and mapped.
