The contract price is $1,482,254, or 18.22%, below the engineer's estimate.

$5,854,395 will come from the Sanitary Sewer Bond Fund and $797,286 from the Water Improvement Bond Fund.

Irving City Council has approved a $6.65 million construction contract for water and wastewater improvements covering Hilburn Court, Irving Heights and Shady Grove Road, placing a major pipeline-replacement package with Western Municipal Construction of Texas, LLC. The October 8 approval covers the Hilburn Ct, Irving Heights, and Shady Grove Rd Water & Wastewater Improvement Project, which is part of the Water Utilities Department's replacement programme. City agenda material describes the programme as replacing aging and deteriorated pipelines with modern infrastructure intended to reduce leaks, breaks and service disruptions while improving public health and service reliability. Western Municipal was selected following a competitive sealed-proposal process that attracted seven bids. The contractor's $6,651,681 offer was found to represent the best value to the city and came in $1,482,254 below the engineer's estimate, a difference of 18.22%. Irving will finance the package from separate water and sewer bond sources. The Sanitary Sewer Bond Fund will provide $5,854,395, while $797,286 will be drawn from the Water Improvement Bond Fund. The contract was one of several utility-related approvals on the council's consent agenda. The same agenda included separate actions for design services for a 20-inch water pipeline along SH 183 at Esters Road, replacement HVAC equipment at Hackberry Pump Station, and laboratory analysis services for the city's water, wastewater and stormwater systems. For the Hilburn Court, Irving Heights and Shady Grove Road package, however, the council action moves beyond planning into construction procurement, committing bond funding to replacement of the city's existing water and wastewater assets.
