The project targets the last unreplaced section of the 60-year-old transmission line within Irving city limits.

The City of Grand Prairie, which jointly owns the infrastructure, will reimburse Irving for 50% of the project's design and construction costs.

Funding for the engineering agreement is drawn from Irving's Water Improvement Bond Fund.

The City of Irving, Texas, has awarded a $1.61 million engineering services agreement to Freese and Nichols for the design, construction, and inspection of the Jamison Water Supply Line Replacement and Relocation project. The contract was approved as part of the City Council's consent agenda during its June 25, 2026, meeting. The 48-inch Jamison Water Supply Line is a critical transmission main that delivers water from the Dallas Water Utilities' Bachman Water Treatment Plant to both Irving and the neighboring City of Grand Prairie. The targeted segment is 60 years old and represents the final section of the jointly owned pipeline within Irving's city limits that has not been replaced since its original installation. Under the approved scope, approximately 3,500 to 4,500 linear feet of the pipeline will be relocated from its current alignment, which bisects the former Texas Stadium property, to follow the site's southern property line. Freese and Nichols was selected as the most qualified firm out of 13 respondents following a Request for Qualifications (RFQ) issued by the Water Utilities Department in March 2026. The firm's scope of work includes preliminary and final design, environmental investigation, subsurface utility engineering, corrosion engineering, and resident representation during the anticipated construction phase. Funding for the $1,611,800 engineering agreement is available through Irving's Water Improvement Bond Fund. Because the infrastructure is jointly owned, the City of Grand Prairie will reimburse Irving for 50% of both the design and eventual construction costs. The engineering firm is contracted to complete basic services for the project within 915 calendar days.
