During a July 21 quarterly finance presentation, city officials acknowledged that current utility rates have failed to keep pace with the costs of operations and infrastructure. Finance consultant Lori Lenkford reported that the utility fund has maintained a negative balance for an extended period, though the current deficit is an improvement from previous shortfalls that reached between $3 million and $4 million. Lenkford noted that the city is actively conducting a comprehensive rate study to ensure revenues can adequately cover required utility services. The City Manager confirmed that the full rate study report will be presented to the City Council on August 11. He described the financial correction as a challenging issue that will ultimately impact all ratepayers, emphasizing that the city has not been charging the correct rates to sustain its water and wastewater systems as a self-sufficient enterprise.
