Corpus Christi City Council has approved a construction contract with PM Construction & Rehab, LLC for citywide wastewater work under an indefinite-delivery, indefinite-quantity (IDIQ) arrangement that has a potential three-year value of $27.324 million. The Pasadena, Texas contractor will receive an initial one-year contract worth up to $9.108 million. Two one-year renewal options may be authorised administratively, taking the maximum total value to $27.324 million. FY2026 funding is available from the Wastewater Capital Fund. Unlike a conventional capital-project award tied to a complete set of plans and a single defined scope, the IDIQ contract is based on a menu of estimated construction pay items. City engineering staff told council that individual assignments will be issued as delivery orders, prepared internally by the engineering group and Corpus Christi Water. Each order will contain drawings and procure work in separate packages. Staff described the structure as a “basic ordering agreement,” explaining that bids are developed from estimated quantities and descriptions of work rather than a fully designed project. The city can therefore award the agreement against either the bid value or the budgeted amount. For this procurement, the council approved the budget amount. The contractor is the incumbent provider for this type of work, staff said, and is expected to reach the ceiling of its existing contract around the end of 2026. Council members also queried the city's assessment of contractor safety performance. Staff said bidders submit their incident rate as part of the bid package and that the city reviews the information, while clarifying that it does not itself enforce Occupational Safety and Health Administration compliance because safety remains the contractor's responsibility. The motion carried following the discussion. The IDIQ vehicle gives Corpus Christi Water a standing construction procurement mechanism for wastewater assignments issued during the contract term, subject to its stated funding ceiling.
