To offset an $890,000 debt payment in the water and wastewater fund, the city is seeking to sell its effluent, which wholesales at roughly $3.80 per 1,000 gallons.

Officials are evaluating a shift toward industrial pretreatment to boost flow volumes, citing corporate privacy concerns over disclosing chemical releases into the system.

The city is also planning a review of its water and transportation impact fees as part of the 2027 budget development.

In addition, the city is advancing a $60 million reuse plant, with contract negotiations currently in their final iterations following legal review. However, the financing strategy for these expansions is under pressure. Bastrop's water and wastewater fund carries an $890,000 debt payment, which the city hopes to offset by selling effluent to industrial users. Initial plans projected delivering 1 million gallons per day (MGD) to local "Musk companies." Instead, the city manager reported that these facilities are currently utilizing less than 30,000 gallons per day. At a wholesale water rate of approximately $3.80 per 1,000 gallons, selling 1 MGD would generate roughly $38,000 daily. Securing this revenue is critical to neutralizing the fund's debt and potentially reducing the $800,000 subsidy transfer the water and wastewater fund currently provides to the city's general fund. In response to the low uptake, city officials are revamping their approach to industrial partnerships. The city manager noted significant privacy concerns from the companies regarding the disclosure of chemical releases into the system. To adapt, Bastrop is contemplating adding a second water system or moving facilities upstream for pretreatment. This would allow the city to process hundreds of thousands of gallons of industrial flow daily, rather than relying strictly on post-treatment domestic flows to feed the reuse system. Other water capital projects currently underway include a recently funded $5.5 million water system expansion, the completion of the Simsboro water treatment wells, and the relocation of a water system outfall to improve regulatory compliance. Looking ahead, the city is also planning a review of its water impact fees to ensure development pays for itself as the 2027 budget takes shape.
