The City of Amarillo is advancing regulatory-mandated flood mitigation efforts at its Hollywood Wastewater Treatment Plant. During a March 24, 2026, meeting, the city council considered a $188,750 engineering contract with Parkhill to design infrastructure protecting the facility against 100-year flood events. The project, designated as CIP #PRJ-0000132, is funded entirely through the city's water and sewer fund revenues. According to municipal documents, the infrastructure upgrades are required to ensure the plant maintains compliance with Texas Commission on Environmental Quality (TCEQ) regulations. Parkhill’s scope of work is divided into several key deliverables. The firm will conduct Base Flood Elevation (BFE) determinations and site surveys, followed by the development of playa grading plans and specifications. Additionally, the contract covers regulatory coordination to secure a Letter of Map Revision (LOMR) from the Federal Emergency Management Agency (FEMA). Crucially, the engineering plans will not only address the immediate vulnerabilities of the existing wastewater treatment facility but will also include specifications for protecting future plant expansions. The contract was presented as part of the council's consent agenda.
