The board approved a contract with Redi International, LLC for pressure washing thermal hydrolysis reactors at the Water Reclamation Facility.

A $9,270 contract extension was granted to IXOM Watercare for ongoing water quality maintenance services.

Municipal sewer availability was officially approved for a property located at 4006 Clovercroft Road.

Staff confirmed the proposed 311-acre Harlan development lies within the SW1 Basin and can be served by municipal sewer, with water provided by HB&T.

During its March 24, 2026 meeting, the Franklin Board of Mayor and Aldermen advanced several water and wastewater infrastructure items, headlined by specialized maintenance at the city's Water Reclamation Facility. Approved on behalf of the board, the city authorized a contract with Redi International, LLC. Sponsored by Michelle Hatcher, the agreement secures pressure washing services specifically for the thermal hydrolysis reactors at the municipal wastewater treatment plant. The maintenance is a necessary upkeep step for the advanced thermal hydrolysis process, which is utilized by utilities to condition wastewater biosolids under high heat and pressure prior to anaerobic digestion. In addition to the wastewater facility maintenance, the board signed off on an amendment to a contract with IXOM Watercare. Valued at $9,270, the term extension ensures the continuation of water quality maintenance services for the municipality. The board also utilized its consent agenda to unanimously approve a sewer availability request. The approval grants municipal sanitary sewer access for a parcel located at 4006 Clovercroft Road, signaling continued incremental expansion of the city's wastewater collection footprint. Separately, water and wastewater capacity factored into discussions regarding the proposed 311-acre Harlan property annexation. During a public hearing on the site's Plan of Services, city staff noted that the property lies within the SW1 Basin as defined by the city's sanitary sewer basin study. Staff identified the basin as a "midterm annexation capability area" due to its ability to be served by municipal water and sewer, noting that future water availability for the site will be provided by HB&T.
