Chattanooga Advances Pump Station CMAR Contract, Renews Jacobs Consent Decree RoleThe Chattanooga City Council has approved pre-construction services for the South Chickamauga Creek Pump Station and authorized the fifth and final year of its consent decree program management contract.

Brasfield & Gorrie, LLC was awarded a $300,000 CMAR pre-construction services contract for the South Chickamauga Creek Pump Station Improvements.

The council renewed its consent decree program management contract with Jacobs Engineering Group for year five of a five-year term.

The city noted that the consent decree contract will be readvertised for the upcoming year.

An ordinance was also passed on first reading to abandon 103 linear feet of an 8-inch PVC sanitary sewer main on Middle Valley Road.

The City of Chattanooga is moving forward with key wastewater infrastructure and regulatory compliance initiatives following its July 7, 2026, City Council meeting. Council members unanimously approved a pre-construction services agreement and a final contract renewal for the city's consent decree management program. To advance the South Chickamauga Creek Pump Station Improvements (Project No. W-22-007-201), the council authorized the Wastewater Department to award a Construction Manager At-Risk (CMAR) agreement to Brasfield & Gorrie, LLC. The pre-construction services contract is set at $280,000, supplemented by a $20,000 contingency for additional services, capping the total expenditure at $300,000. Additionally, the council addressed its ongoing wastewater regulatory obligations by renewing its consent decree program management contract with Jacobs Engineering Group. The approval marks the fifth and final year of the current agreement. According to the approved resolution, the city plans to readvertise the program management contract next year. In minor network adjustments, the council also approved an ordinance on first reading to abandon 103 linear feet of an 8-inch PVC sanitary sewer main and its associated easement in the 6400 block of Middle Valley Road. The abandonment is subject to maintaining the continuity of flow for any existing service lines. All wastewater items were passed unanimously without further discussion.
