Dissenting council members cited unresolved partnership details and argued that public dollars should prioritize widespread drainage and street improvements over localized expansions.

The Chattanooga City Council has advanced a $3.5 million capital budget amendment to fund the Raccoon Mountain Water Service Project, transferring the funds from General Fund operations to the capital improvements budget. The measure, which passed its first reading on May 26, 2026, by a 6-2 vote, is designed to bring dedicated water service to the Raccoon Mountain area. Councilman Henderson, who moved for the approval, championed the project as a transformative municipal investment. "Seldom do we get to cast a vote that makes such a dramatic impact on the lives of Chattanooga residents as this one does," Henderson stated during the meeting, urging the council to "bring water to Raccoon Mountain." However, the multi-million-dollar allocation sparked debate over the city's infrastructure priorities and the equitable distribution of public funds. Councilwoman Noel opposed the amendment, noting that the $3.5 million public funding request is supplemented by an additional $1.4 million to $1.5 million previously set aside, bringing the total public investment to over $5 million for what she described as a "limited amount of parcels." "My belief is that public dollars should first address the most pressing and widespread infrastructure needs impacting residents across the city before committing millions towards an expansion project for just a small number of parcels," Noel said, pointing to outstanding needs for drainage, sidewalks, and road repairs in other Chattanooga neighborhoods. Councilwoman Burrs also declined to support the measure during the first reading, opting to vote "present." While expressing that the project is "the right thing to do," Burrs indicated that unresolved "loose ends" regarding the project's partnership structure needed to be secured before she could offer an affirmative vote. Despite the pushback, the budget amendments successfully passed their initial readings and will advance for final approval.
