The Pittsburgh Water and Sewer Authority (PWSA) is bracing for potential cost increases and timeline shifts in its lead service line replacement program following the discovery of a significantly higher prevalence of lead pipes in targeted neighborhoods. During a June 29 board meeting, the engineering department reported that while historical lead prevalence across the system has averaged 25% to 30%, upcoming 2025 neighborhood contracts are yielding much higher figures. In neighborhoods including Oakland, Homewood, Marshall Shane, Shadeland, and Point Breeze, lead prevalence is ranging from 43% to 55% on the public side and 43% to 49% on the private side. When asked by the board if the increase means costs and timelines will change upward, engineering staff confirmed the likelihood. The utility is currently evaluating the impact and may have to move some work out of the 2025 contracts to accommodate the scope change. The challenge is compounded by strict state regulations. The Pennsylvania Public Utility Commission (PUC) mandates that the utility cannot leave partial lead service lines in the ground under any circumstances. If a private-side lead line is discovered, the utility must secure a customer agreement to replace it at no cost to the homeowner, adding logistical complexity to the surging replacement volumes. Financial pressures from the lead program are already materializing in the utility's capital borrowing. The board unanimously approved a resolution to borrow an additional $6.1 million from the Pennsylvania Infrastructure Investment Authority (PENNVEST) for the 2026A lead service line replacement project. A finance department representative noted that while the initial award was previously approved, the utility subsequently received higher construction bids than anticipated, necessitating the additional funding to move the project forward. To date, PWSA has replaced 15,496 public and 11,915 private lead service lines, with 12 active construction contracts currently involving lead replacements. Beyond the lead program, the utility continues to advance its broader Water Reliability Plan and sewer rehabilitation efforts. The board approved a resolution to apply for up to $14 million in PENNVEST funding for a 2027 project that will replace approximately 600 catch basins and inlets. Additionally, the engineering department confirmed it recently received a Department of Environmental Protection (DEP) permit for the Aspen Well and Fox Chapel Interim Feed Project. The project, which will provide disinfection to large customers while a new clearwell is constructed, must now be built within three years and eight months to comply with the utility's consent decree.
