PWSA has replaced over 15,600 public and 12,000 private lead service lines to date, maintaining 11 active construction contracts.

The Pittsburgh Water and Sewer Authority (PWSA) is advancing a massive infrastructure overhaul, recording over $110 million in capital expenditures through the first half of 2026. The spending marks the strongest first half of the year in the utility's recent history, according to a July 24 finance report. Driving the ongoing capital push is a heavy reliance on state funding. During the meeting, the PWSA board approved a resolution to officially borrow a $54 million loan from the Pennsylvania Infrastructure Investment Authority (PENNVEST), which was initially awarded in April. The funds will back the utility's 2026-2027 large diameter and 2026-2028 small diameter sewer rehabilitation projects, covering approximately 42 miles of sewer lines. The board also awarded a $3.1 million capital contract to Independent Enterprises, Inc. for the construction of the 2026 small diameter sewer rehabilitation project. Stormwater infrastructure is seeing similar state-backed investment. Rachael Beam from the engineering department noted that PWSA received $46 million in PENNVEST funding for its 2023-2026 catch basin and inlet replacement program. The utility now plans to submit an additional $12.5 million funding request for the 2027 contract year, which targets the replacement of an estimated 600 basins. The authority has implemented a risk-based prioritization system—assessing physical condition and consequence of failure—to manage its backlog of 800 to 900 compromised basins out of the 22,700 in the system. Meanwhile, PWSA's lead service line replacement program continues to run ahead of schedule. The utility has replaced 15,683 public and 12,069 private lead service lines to date across 11 active construction contracts. To support the extended timeline of a 2024 neighborhood lead contract, the board approved a $300,750 amendment to AECOM Technical Services for construction management and inspection services. The extension was partially required to pilot "Swordfish" electronic resistance technology for line identification. In other capital business, the board approved a $988,000 change order to Mele & Mele & Sons, Inc. for a 2025 valve replacement contract. The additional funding will address a cluster of large gate valves in the North Side and Chateau neighborhoods that were identified as inoperable during other capital project work.
