The board approved Resolution 62, authorising a PennVEST application not exceeding $19 million for the 2027 Neighborhood Lead Service Line Replacement Project.

Staff said PennVEST water-project interest rates are typically about 1%, though no rate is guaranteed until an award is made.

The authority reported $162 million in capital expenditure through 31 August 2026, while year-end debt service is projected at $101.8 million.

The board also asked for an updated consolidated debt-service schedule covering all authority debt.

Pittsburgh Water has taken a key financing step toward its 2027 Neighborhood Lead Service Line Replacement Project, with its board approving an application for up to $19 million from the Pennsylvania Infrastructure Investment Authority, PennVEST. Resolution 62 was passed at the authority's 25 September meeting. The approval authorises an application rather than the borrowing itself: staff said the board will receive a further resolution setting out loan terms should PennVEST award the funding. In response to board questions, controller Rachel Romano said PennVEST could not yet commit to an interest rate. However, she said rates for water projects are typically 1%, compared with 2.07% for wastewater projects. A board member sought confirmation that the final terms would come back for approval and requested an updated consolidated debt-service schedule for the authority. The proposed PennVEST funding arrives as Pittsburgh Water continues a heavy capital spending programme. Its finance report showed capital expenditure of $162 million through 31 August 2026. Departmental operating expenditure stood at $90.6 million, or 57.1% of the annual budget, while debt-service costs totalled $94.6 million, equivalent to 90.7% of budget. Year-end debt service is projected at $101.8 million, $2.5 million below budget, according to the finance report. Annual receipts are projected at $279 million, about $2.9 million, or 1%, below budget. Staff told the board that the change in the revenue forecast did not raise major concerns and would continue to be monitored. The lead-service-line application was one of two PennVEST financing actions approved by the board. A separate resolution authorised an application for up to $8 million for solar-panel installation at the water treatment plant. During that discussion, staff said the solar installation was expected to supply about 9% of the plant's load, while one board member characterised its contribution as about 5% at peak load. For the lead replacement programme, however, the immediate outcome is a route to low-cost state infrastructure financing, with the authority yet to disclose the final cost of capital or repayment schedule.
