The Portland Water Bureau has commenced field implementation of its $92 million Advanced Metering Infrastructure (AMI) program, aiming to transition 190,000 water services to smart metering by the first half of 2030. The project, which officially began field work in March 2026, represents a major overhaul of the city's meter-to-cash process and is expected to carry a 1.3% impact on customer rates alongside $1 million in annual operating costs. According to project manager Jessica Iplikci, the capital package includes a 6% contingency and retains an owner's representative to manage vendor negotiations and mitigate risks. Approximately half of the $92 million budget is dedicated to AMI network costs, with the heaviest investments projected between fiscal years 2027 and 2029. Crucially, the initiative will address a significant deferred maintenance backlog: 112,000 of the city's existing meters—roughly 60% of the total network—are at the end of their useful lives and will be replaced outright, while the remainder will be retrofitted with smart endpoints. The deployment strategy is notably driven by an equity framework. Implementation has been divided into 15 geographic areas, with the initial 5,000-meter pilot currently underway in Area 1, located in Southwest Portland. Iplikci noted that the sequencing was determined using a social vulnerability index. Because the initial pilot phase inherently involves a learning curve and potential service disruptions, the utility opted to begin in an area with lower social vulnerability. Once the installation processes are refined, the bureau plans to pivot quickly to more vulnerable populations on the city's east side, allowing those customers to receive the benefits of the new system without bearing the brunt of early deployment challenges. In parallel with the hardware installation, the bureau is rolling out a new customer portal in two phases. Interim Customer Service Director Becky Anaker confirmed that the portal will eventually provide hourly usage data, leak detection, and high-bill alerts—triggered when usage exceeds normal patterns by approximately 10%. The system is expected to drastically reduce the number of high-bill disputes handled by the utility's Administrative Review Committee, which currently must adjudicate massive bills resulting from undetected, long-running leaks. While Portland Utility Board members expressed support for the project's operational benefits, they raised several governance and financial concerns during the April 16 meeting. Board member Cormac Burke requested quarterly budget-to-actuals reporting, citing the city's recent struggles with cost escalations on its separate, highly scrutinized water filtration plant project. Burke also flagged the need to establish a clear customer opt-out policy, noting that data security concerns could drive higher-than-expected opt-out rates, which would dilute the financial gains of the AMI system. Additionally, board members urged the bureau to ensure the procurement process does not lock the utility into a rigid digital infrastructure. They advised maintaining software and network flexibility to allow for future advanced analytics, such as district metering for water loss isolation and advanced conservation demand analysis, as the city's data capabilities mature.
