The board approved an Intergovernmental Agreement with the City of Tualatin for the final design and construction of the Martinazzi Sanitary Sewer Upsizing (Priority 3 & 4) South Trunk Project.

MJ Hughes Construction, Inc. was awarded the contract for the Rock Creek Clarifiers No. 1–3 Concrete Launder Repairs.

The board also formally opted into state recreational immunity protections for public use of utility trails and unimproved rights-of-way.

Clean Water Services (CWS) in Washington County, Oregon, has greenlit multiple wastewater infrastructure initiatives, clearing the way for local sewer expansions and treatment facility repairs. During its August 11, 2026, meeting, the CWS Board of Directors unanimously approved the project agreements as part of its consent agenda. The board authorized an Intergovernmental Agreement with the City of Tualatin for the final design and construction of the Martinazzi Sanitary Sewer Upsizing (Priority 3 & 4) South Trunk Project No. 7172. Additionally, directors awarded a construction contract to MJ Hughes Construction, Inc. to execute concrete launder repairs on Clarifiers No. 1 through 3 at the Rock Creek facility (Project No. 7297). In a separate action item, the board unanimously adopted a resolution opting into recreational immunity under Oregon's Senate Bill 179, a law passed during the 2025 legislative session. CWS Chief of Staff Elizabeth Edwards stated that the legislation provides "additional protection to local governments, their officers, employees, and agents for public use of trails, including unimproved right-of-ways and structures." Chair Harrington noted that evolving case law over the past decade has made such recreational immunity necessary for local utilities to safely provide community access across utility corridors without incurring undue liability. Separately, during the public comment period, a resident commented on utility water reuse strategies, stating that CWS and the City of Forest Grove had decided against utilizing recycled wastewater for server cooling at the proposed Crane Data Center.
