During an April 6 City Council meeting, residents detailed the ongoing fallout from the Joanne Drive sanitary relief sewer project. The city installed a 48-inch diameter sanitary relief sewer uphill from Invermere Avenue. However, the downstream infrastructure was not upgraded to match; the 48-inch pipe feeds directly into legacy 8-inch pipes on Invermere Avenue, which then connect to a perpendicular 8-inch main on Lee Road. When the system becomes overwhelmed during heavy heavy rain, the bottleneck forces combined stormwater and sanitary sewage into residential basements. Residents testified that the local sewer department has the ability to open combined sewer overflows to divert the contaminated water into local water bodies, arguing that the backups are the result of conscious operational decisions rather than random weather events. The infrastructure challenges are not isolated to one neighborhood, with Councilman Brian Casey noting that recent storms caused severe, impassable flooding on West 130th and West 150th streets. Simultaneously, the City Council took procedural steps to address broader regional water and wastewater infrastructure needs. Council introduced Ordinance 455-2026, an emergency measure authorizing the Director of Public Utilities to enter into a Utilities Repair Agreement with Cuyahoga County. The agreement will allow the city to pay or reimburse the county for directly related costs incurred repairing storm and sanitary sewer lines on an as-needed basis. The contract covers a two-year period, with an option to renew for an additional year. Additionally, the council introduced Ordinance 453-2026, which grants easement rights to the Northeast Ohio Regional Sewer District (NEORSD) for several city-owned properties located along the Mill Creek corridor through the Kerruish Basin. The easements will facilitate NEORSD's ongoing Mill Creek Restoration Project. Both ordinances were referred for administrative and committee review.
