The infrastructure will allow water from the Dempsey E. Benton Water Treatment Plant to supply the 495 and 595 pressure zones.

Construction is slated to begin in the fourth quarter of 2026 with an expected 24-month duration.

The Raleigh City Council approved a $37,281,788 construction contract for the Pullen to Bain Reinforcing Main during its August 18, 2026, meeting. The contract was awarded to Park Construction of NC, which emerged as the lowest responsive and responsible bidder among seven competitors. The capital project, originally identified in the city's 2016 Water System Master Plan, is designed to bolster system reliability. It will enable water from the Dempsey E. Benton Water Treatment Plant to be pumped to the 495 and 595 pressure zones, directly assisting in filling water tanks in these specific areas. The scope of work is extensive, featuring the installation of 15,300 linear feet (LF) of 36-inch transmission main from the E.B. Bain Pump Station to the Pullen Park Pump Station. In addition to the primary transmission line, the contract includes 2,000 LF of 24-inch water main, 8,600 LF of 16-inch reuse water lines, 6,200 LF of small-diameter water mains, and 4,400 LF of small-diameter sewer mains. The project's original budget was set at $43.95 million. With the bid award coming in well under budget, the $37.2 million will be encumbered and drawn directly from the Capital Improvement Program. Construction is anticipated to commence in the fourth quarter of 2026 and will take approximately 24 months to complete.
