The City of Monroe, North Carolina, will maintain its Stage 2 Mandatory Water Conservation protocols as the municipality grapples with severe drought conditions and declining raw water supplies. Energy Services and Water Resources Deputy General Manager Jay Voyles reported to the City Council on August 11 that Monroe is experiencing its fourth driest year on record over the past 132 years. Although the region received approximately nine inches of rain since early May, the city remains eight inches below its normal annual rainfall. While regional drought conditions have slightly improved from exceptional to severe, local water supplies remain under stress. The prolonged dry spell has heavily impacted the city's surface water assets. Voyles noted that Lake Twitty is currently 4.75 feet below full pond, Lake Lee is down 5.5 feet, and Lake Monroe is 9 feet below full pond. Additionally, a local quarry utilized as a supplemental water source has dropped 16 feet below full pond. The effectiveness of recent precipitation has been hindered by watershed placement and environmental factors. While the Lake Twitty watershed received 8.25 inches of rain over May and June, the Lake Lee and Lake Monroe watersheds received only 4.25 inches. Voyles explained that dry soil conditions and high temperatures have severely limited runoff, with the ground absorbing much of the precipitation before it can reach the lakes. Under the ongoing Stage 2 restrictions, residents and businesses face strict limitations on non-essential water use. The mandate restricts irrigation, sprinkler use, vehicle washing at home, pressure washing of buildings and surfaces, and the filling or topping off of pools. Permanently located commercial car washes are permitted to operate because they recycle water, and hand watering with a container or non-potable sources remains allowed. Addressing customer inquiries regarding water pressure, Voyles clarified that the conservation measures have not affected distribution system pressure. He noted that the primary concern remains the city's raw water supply, and any localized pressure issues are likely related to specific valves, pumps, or individual plumbing systems rather than the drought response.
