The Charlotte City Council unanimously approved an amendment to the Water and Sewer Interlocal Agreement with the Water and Sewer Authority of Cabarrus County (WSACC).

The agreement finalizes Charlotte Water’s $27.6 million cost share for the $154.6 million Rocky River Regional Wastewater Treatment Plant Expansion project.

The expansion will establish Charlotte Water’s overall treatment capacity at the facility at eight million gallons per day.

Funding for the utility's contribution is sourced from the Charlotte Water Capital Investment Plan.

The Charlotte City Council has given the green light to an amended interlocal agreement with the Water and Sewer Authority of Cabarrus County (WSACC), formally securing treatment capacity for Charlotte Water at the Rocky River Regional Wastewater Treatment Plant. Approved during the council's May 26, 2026, meeting, the amendment finalizes Charlotte Water’s financial contribution to the facility's ongoing expansion. The utility will provide $27,606,713 toward the overall $154,687,951 project cost. In exchange, Charlotte Water will secure an overall treatment capacity of eight million gallons per day at the expanded regional plant. The existing interlocal agreement with WSACC enables Charlotte Water to collect, convey, and treat wastewater at the Rocky River facility, which is located in neighboring Cabarrus County. The formalized capacity needs ensure the utility can continue to support regional wastewater demands as the area continues to grow. The $27.6 million cost share will be funded through the Charlotte Water Capital Investment Plan. The measure was passed unanimously by the council without further discussion.
