During its July 14, 2026 meeting, the Vineland City Council in New Jersey advanced a suite of water and stormwater infrastructure items, approving over $1 million in new capital contracts while hitting pause on a key chemical procurement process. The largest water-related expenditure of the session was directed toward municipal stormwater control. The council approved a resolution awarding an $842,532.20 contract to Vineland-based Rambone Concrete, LLC for the Juniper Street Drainage project at Panther Road. Rambone Concrete secured the contract as the lowest responsive and responsible bidder following a June 26 bid opening. In a separate infrastructure award, the council approved a $253,337.72 contract for renovations to the municipal Water Utility Yard. The contract was awarded to Dorothy, New Jersey-based Landberg Construction, LLC, which emerged as the lowest responsive bidder during a June 9 procurement round. While construction contracts moved forward, the city's procurement of water treatment chemicals faced a delay. The council passed a resolution rejecting all bids received on April 24 for the furnishing and delivery of liquid blended ortho/polyphosphate. According to a written report from the Business Administrator, the rejection was necessary to "substantially revise the specifications" before re-advertising the contract. The Purchasing Agent has been directed to return all bid bonds and security to the original bidders and immediately re-advertise the revised tender. Additionally, the council advanced the first reading of ordinances updating the classification and compensation plans for senior utility operations personnel. Under the proposed schedules, the Water Superintendent's salary range will be established at $87,807 to $166,096, while the Chief Pump Station Operator's compensation is set between $45.00 and $75.00 per hour. Public hearings for the personnel ordinances are scheduled for July 28.
