The council also approved a $1.09 million contract for roof replacements at various facilities, including the Chittenden Road Pumping Station.

The Newark Municipal Council unanimously approved a $67.6 million temporary emergency appropriation on April 1 to fund ongoing city operations, including those of the Department of Water and Sewer Utilities, for the month of April 2026. The stopgap funding measure is designed to cover essential operating expenses from April 1 through April 30 until the city formally adopts its complete 2026 Operating Budget. However, the sheer size of the appropriation drew scrutiny during the meeting's public comment period. Resident Deborah Salters directly questioned the utility's funding requirements, citing the $67.6 million figure and asking, "We need that much money for water? Water is on every budget." In response, Business Administrator Eric Pennington defended the city's financial procedures, explaining that New Jersey state guidelines require municipalities to pass temporary appropriations to maintain critical operations early in the year. "Before a budget is introduced, you have to have an appropriation," Pennington said. "You can't pay bills, you can't pay the payroll, you can't go out and get the paving that somebody else talked about without some appropriation. So that's what these appropriations are." Pennington also noted that the city's broader street paving efforts are heavily coordinated through the Department of Water and Sewer Utilities to ensure infrastructure work is not layered inefficiently. In a separate water infrastructure item, the council approved a bid contract not to exceed $1,096,184.76 to 6 Brothers Contractors LLC. The contract covers roof replacements at several municipal facilities, including the Water and Sewer Utilities' Chittenden Road Pumping Station. The project is being funded through a combination of the 2026 Water and Sewer Utilities budget and Department of Public Works allocations, and mandates a 150-day completion timeline following the written notice to proceed.
