The award follows the Board's May 13 dismissal of a bid protest filed by the second-lowest bidder, RDC.

The Incline Village General Improvement District (IVGID) Board of Trustees voted 4-0 on May 20 to award a $199,000 construction contract to Olympus & Associates, Inc. for the exterior re-coating of Water Reservoir R6C-1. The project addresses critical maintenance for the steel water storage tank, located at 729 Allison Drive in Washoe County, Nevada. According to district documents, the tank's existing exterior paint has begun to delaminate from the raw steel and requires a full strip and re-coat to extend the asset's lifespan and comply with industry regulations. The rehabilitation effort is complicated by the presence of lead contaminants in the existing coating, a typical issue for the district's older steel tanks. The contractor will be responsible for the means and methods of onsite lead containment, removal, and disposal. While the engineer's estimate for the paint system alone was $180,000, the final $199,000 lump sum bid from Olympus & Associates encompasses the necessary lead remediation efforts. The district received three responsive bids in April ranging from $199,000 to $398,300. The contract award follows a recent bid protest submitted by the next lowest bidder, RDC, which the IVGID Board formally rejected during a May 13 meeting. Director of Public Works Kate Nelson presented the final contract approval to the Board. The project is funded through the Utility Water Capital Fund, which holds a total budget of $255,000 for the reservoir work, including allowances for third-party inspections and district staff management. The Board also authorized staff to execute change orders up to $10,000.
