The Carson Water Subconservancy District (CWSD) presented its 30-Year Regional Drought and Water Sustainability Plan to the Carson City Board of Supervisors on February 19, 2026, outlining long-term strategies to address climate variability and population growth in the Upper and Middle Carson River Watershed. Funded by a grant from the Nevada Department of Emergency Management, the report serves as a technical reference to inform municipal water purveyors' master planning. CWSD General Manager Ed James, who is retiring after nearly 28 years and being succeeded by Reed Cozens, explained that the watershed is experiencing a definitive shift in runoff patterns. Data indicates a significant increase in streamflow during March and a correlating decrease in June and July. With limited upstream storage available, this earlier snowmelt forces agricultural users to rely more heavily on groundwater late in the summer. While total groundwater pumping has increased in the region, the impact on surface flows at the Fort Churchill gauge has remained relatively stable, partly due to a reduction in irrigated lands in Carson City and Lyon County. A critical component of Carson City's water strategy is the ongoing upgrade to the Quill Water Treatment Plant. Preliminary modeling by the United States Geological Survey (USGS) demonstrates that once the Quill plant resumes operation in 2026, municipal groundwater pumping in the Eagle Valley basin will drop significantly, offsetting regional municipal pumping growth. The report also emphasizes the state's transition toward conjunctive management. Following 2017 legislation, the Nevada Division of Water Resources (NDWR) is now evaluating new water right applications in the Carson River system for their potential impacts on surface flows to avoid the severe overallocation issues seen in other Nevada basins. Supervisors unanimously approved a $2,380,290.65 contract, plus a 10 percent contingency, with Sparks-based commercial and government contractor Reyman Brothers Construction, Inc. for a new metal building at the Carson City Water Resource Recovery Facility (WRRF). The new facility will centrally house Sewer Operations and Wastewater Mechanical staff, moving them from outdated, minimally functioning spaces to improve emergency response coordination. The Board also authorized a $1,631,000 grant application to the state's "Conserve Nevada" program to acquire 81.55 acres and appurtenant water rights in Ash Canyon. The privately-owned parcel, which features rare freshwater emergent wetlands, is targeted for source water protection. Ash Creek currently supplies roughly 30 percent of Carson City's drinking water, which is collected and treated at the Quill Surface Water Treatment Plant.
