Carson City and neighboring water utilities have secured a positive outlook on their long-term supply resilience following the approval of a major regional study. During the December 18 meeting of the Carson City Board of Supervisors, Supervisor Giomi reported that the Carson Water Subconservancy District (CWSD) Board had approved the final 30-year Regional Drought and Water Sustainability Plan. The comprehensive reference document, funded by state and federal grants, analyzed the resources of nine water purveyors operating in the Upper and Middle Carson River regions. According to Giomi, the study concluded that all nine purveyors, including Carson City, possess sufficient water rights to accommodate projected future growth through 2051. This sufficiency is particularly notable given the region's historical climate pressures. The watershed has weathered a "Millennium Drought" over the last two decades, exacerbating a long-term trend that saw mean annual river flow decline by approximately 28 percent from 1941 to 2011. Despite seasonal scarcity that has often left river reaches dry during peak summer months and diminished riparian habitats, management strategies have successfully adapted to the changing environment. "Water use has actually gone down even as population has gone up because of the conservancy," Giomi noted, highlighting the decoupling of demand from demographic growth in the region. The plan indicates that while some utilities will face water quality considerations, these constraints are not expected to limit the ability to meet demand. However, physical infrastructure upgrades regarding production capacity may be necessary for specific entities, with Giomi citing potential production issues that may need addressing for the Minden and Gardnerville Ranchos General Improvement Districts (GID). The sustainability plan will serve as a reference document for the region's utilities to guide infrastructure planning and drought response over the coming decades.
