The Carson City Board of Supervisors has authorized an additional $100,000 in funding for sodium hypochlorite purchases for the remainder of Fiscal Year 2026, responding to severe pricing pressures in the chemical market. Approved unanimously as part of the June 4 consent agenda, the measure increases the city's total purchase authority with Thatcher Company to $800,000 for the year. The chemical is utilized across the Carson City Water Resource Recovery Facility, the municipal water distribution system, and the local aquatic center. According to a staff report from the Public Works Department and Purchasing & Contracts, sodium hypochlorite pricing has "increased substantially in the last 6 months due to market pressures." The additional $100,000 will be drawn from the Wastewater Chemicals Account, which previously held an available budget of $143,907. To mitigate future price volatility, city staff are exploring collaborative procurement avenues. The neighboring City of Sparks recently bid a local, long-term chemical supply contract that includes joinder provisions for bleach purchases starting July 1, 2026. Carson City officials are currently reviewing the Sparks contract to ascertain if utilizing the agreement could yield long-term cost savings. In the interim, Carson City will continue to utilize its existing joinder contract with the City of Tucson and Thatcher Company. While that base contract expires in September 2026, it includes options to renew through 2030. Staff noted they will continue to evaluate vendors annually to ensure competitive pricing options.
