The contract is funded through the city's FY26 Capital Improvement Program, splitting costs between the Wastewater and Water funds.

The Carson City Board of Supervisors unanimously approved a $279,950 contract with Keller Associates, Inc. on August 20, 2026, for engineering design and bidding services on the Long, Adams, and Park Street Sewer and Water Replacement project. The contract was passed without discussion as part of the board's consent agenda. The capital project targets aging infrastructure in the city's older neighborhoods between Carson and Stewart streets, aiming to prevent service disruptions and costly emergency repairs. According to city staff reports, the project will involve the demolition, abandonment, and replacement of approximately 6,000 linear feet of sewer and water mains. Specific infrastructure upgrades include replacing 6-inch vitrified clay pipe (VCP) sewer mains with 8-inch PVC on Adams and Park streets. Additionally, the city plans to replace approximately 1,200 linear feet of 4-inch cast iron water main on Adams Street with 8-inch PVC pipe. The project also entails improvements to an existing 10-inch concrete sewer main on Long Street and approximately 70 service tie-overs across the three corridors. The engineering contract is primarily funded through the city's Wastewater Fund, which will cover $250,000 of the cost, while the Water Fund will contribute the remaining $29,950. Both allocations are part of the city's Fiscal Year 2026 Capital Improvement Program, which previously earmarked $900,000 each for water and wastewater line replacement and rehabilitation. Keller Associates will guide the project through the 100% design phase and provide bidding assistance. Once utility construction is complete, the affected roadways will receive permanent AC-patching and a slurry seal.
