A $731,214 change order was approved for Hawkins Construction Company for the Papillion Creek WRRF Biosolids and Energy Improvements 2022 project.

McKinnis Roofing & Sheet Metal was awarded a $116,900 contract for roof replacement at the facility's administration and operations building.

The city will issue Sewer Revenue Bonds to finance the biosolids change order through the Capital Asset Replacement Program.

An ordinance establishing a new schedule of Interceptor Sewer Fees was also unanimously passed.

The Omaha City Council has authorized over $848,000 in expenditures for ongoing infrastructure upgrades and maintenance at the Papillion Creek Water Resource Recovery Facility (PCWRRF). The approvals, passed unanimously as part of the council's consent agenda on August 4, 2026, draw on the city's sewer revenue funds to support both capital asset replacement and structural maintenance. The most significant financial commitment involves a $731,214.72 change order for the Papillion Creek WRRF Biosolids and Energy Improvements 2022 project. The city council approved Change Order No. 11 with Hawkins Construction Company to cover additional work on the ongoing facility upgrades. According to the meeting agenda, the city will issue Sewer Revenue Bonds to finance this portion of the project, with funds allocated from the Sewer Revenue Improvement Fund's Capital Asset Replacement Program. In a separate resolution, the council awarded a $116,900 contract to McKinnis Roofing & Sheet Metal, LLC. This contract covers the PCWRRF Administration and Operations Building Roof Replacement Project, which will be paid directly from the Sewer Revenue Fund's maintenance organization budget. Additionally, the council passed an ordinance establishing a new schedule of Interceptor Sewer Fees. The measure amends Chapter 31 of the Omaha Municipal Code to update the fee structure and repeal the previous schedule. The ordinance advanced through its public hearing and final reading without opposition.
